West Hawaii Association Realtor Member, Gretchen Osgood states, “Kona sales are still running strong! Houses and condos switched places for the lead in April, houses closed 46 overall and condos closed 51, land sales held steady at 10. Pending sales are also still holding strong with houses at 112 and condos at 90, very similar to last month so May should also have strong closings."

PROPOSED TAX REFORMS COULD RAISE TAXES ON MIDDLE CLASS HOMEOWNERS

Why Should I Take Action? 

Pending tax reform plans are a threat to tax benefits of owning a home for 95% of American families. Incentivizing home buyers with tax benefits has a positive effect on families, communities, and the economy. Taking action would protect homeowners, especially middle-class ones.

In November, Hawai‘i will be voting on a proposed amendment to the constitution that will have far-reaching implications: 

“Shall the legislature be authorized to establish, as provided by law, a surcharge on investment real property to support public education?” 

West Hawaii Association of Realtors® (WHAR) supports public school education, and we have been working with area public schools to bring trades back into the curriculum.

 But, WHAR  strongly opposes this ballot measure for essentially new taxes because:

  • Everyone’s cost of living will increase, including the cost of housing.
  • There is no guarantee the money from this tax will reach classrooms and students.
  • The counties’ constitutionally protected authority to tax real property will be jeopardized.
  • The entire ballot question is extremely vague; the legislature will define the parameters of the tax.
  • The tax is not limited to only $1 million or more residential investments by foreign investors, as proponents would have you believe.
 
Since the counties have the authority to tax property, this amendment will be an additional tax on real property. The burden will ultimately be on the consumer.
 
WHAR supports public education, but strongly opposes a new tax when there are also existing laws in place to raise revenues for public education—an amendment to the constitution is not unnecessary and almost impossible to reverse.
 
Vote NO on new taxes because Hawai`i’s cost of living is already too high.
